ALTCS Overview
As a reminder, the Arizona Long Term Care System (ALTCS) is a health insurance program for qualified individuals aged 65 or older which can help pay for some or all of the costs of long term medical care. ALTCS exists within the larger Arizona Medicaid program known as the Arizona Health Care Cost Containment System (AHCCCS), and is designed to aid seniors and disabled Arizona residents with long-term care needs. Unlike some other similar systems operated by other states, ALTCS is operated on a managed care model, meaning that anyone who meets the program’s eligibility requirement is eligible to receive its services.
ALTCS covers medical services such as preventative and diagnostic care, surgeries, and emergency care, and also covers long-term care services such as stays in a nursing or intermediate care facility, community transition service, and at-home long-term care services. The exact services and benefits paid for by ALTCS will depend on each individual’s care plan and where they are living, as services can differ depending on whether someone is living in their own home or at an ALTCS-qualified facility.
It is important to keep in mind that there are some limitations to ALTCS coverage. For example, while ALTCS covers room and board for nursing home residents (provided that it’s medically necessary), it generally does not cover room and board for individuals in assisted living. Additionally, an individual can only be paid for 40 hours of work per week under ALTCS if they are administering care to their spouse. Overall, ALTCS can be an important resource for seniors and disabled individuals in Arizona who require long-term care services.
ALTCS Eligibility
As is the case with many Medicaid-funded state insurance programs throughout the country, ALTCS eligibility is determined by looking at two main criteria involving the applicant’s financial and health status. In order to satisfy ALTCS’s medical eligibility requirements, the senior applicant must show that they have a requirement for nursing home level of care. This assessment will be made in a live interview between the ALTCS applicant and a registered nurse or social worker, and will mainly focus on whether the senior applicant has any major, chronic medical conditions as well as their ability to complete the Activities of Daily Living.
As for financial eligibility, a senior applicant is deemed financially eligible for ALTCS if they are under thresholds set both for monthly income and total assets, with different thresholds depending on whether an applicant is single or married. One important thing to keep in mind is that when calculating asset limits ALTCS does not count all of an individual’s assets. Several notable exceptions include major assets such as a senior applicant’s primary residence or vehicle.
